no idea about who. as far as i can tell the whole place is sentient, but it seems weirdly aimless. a who would probably have a more obvious motivation.
best guess for what is some kind of pocket dimension. where i'm from we've dealt with some pretty advanced time-space messes and this kind of matches up. or a crossroads, maybe. lots of different worlds and times intersecting. same answer for where.
how is still a work in progress. i mean i could try to explain it with quantum theory and black holes, but it breaks way more rules than even i'm used to breaking. like this place isn't just fringe science, it's in its own zip code.
